Human Rights Sensitivity to the Mentally Disabled among Community Residents

Abstract
Objectives: This study was aimed to assess the level of human rights sensitivity in total and by component and to identify the related factors to overall human rights sensitivity to the mentally disabled persons among community residents.

Methods: The participants were 300 adults aged from 30s to 60s living in M city and C gun. Data were collected with self-administered questionnaire including four episodes reflecting the human rights by face to face interview during November, 2010. and analyzed with t-test and ANOVA.

Results: Overall human rights sensitivity was 16.2 (based on 60), and situation perception 5.2 (based on 20),
responsibility perception 5.4, responsibility perception 5.6. Among 4 human rights, the right to appropriate care was the highest as 5.7 (based on 15) and right to freedom of own body was the lowest as 2.8. The human rights sensitivity was significantly higher in aged 30s than in aged 60s, high school or higher education than middled school, and living in city than in gun.

Conclusion: The human rights sensitivity to the mentally disabled among community residents was very low,
and need to develop educational program promoting human rights sensitivity.
